摘　　要：从目录、特点和供应保障三个方面分析我国基本药物制度存在的不完善之处,并借鉴国外对基本药物目录遴选和分类管理的做法,以及推行基本药物免费供应等经验,建议我国从建立基本药物分目录、探索基本药物免费供应等方面入手,在顶层设计的宏观导向下,充分发挥基本药物制度优势,最终实现"人人享有公平可及的医疗卫生服务"的目标。From the aspects of catalogue,characteristics and supply guarantee,this paper analyzed the imperfections of China's basic drug system,and learned from foreign experiences in the selection and classification management of basic drugs,as well as the implementation of free supply of basic drugs.This paper suggested that China should start from establishing the sub-category of basic drugs and exploring the free supply of basic drugs and give full play to the advantages of the basic drug system and finally achieve the goal of"everyone has access to fair and accessible medical and health services"under the macro-level design of the top-level design.
