财政支农项目申报的实践与思考——基于农业企业的视角

摘　　要：财政支农项目是政府扶持农业生产经营主体发展的重要农业政策。文章对我国财政支农项目发展规律、类别形式、主管部门、申报程序、管理要求等因素进行分析梳理,总结出普遍性规律和一般性特点。基于农业企业视角,在总结经验的基础上,有针对性地绘制了财政支农项目的申报流程图,并提出了聚焦重大项目申报、建立项目信息库、及时掌握申报动态、认真编制申报书、拓展合作渠道、完善项目配套保障措施等争取财政支农项目的对策和建议,以期对申报各级财政支农项目的各类主体有借鉴参考价值。Financial support for agricultural projects was an important agricultural policy for the government to support the development of agricultural production and management entities.The factors of China′s financial support for agricultural projects were analyzed in the paper,such as law of development,types,departments,procedures and management requirements.The generality and general characteristics were summed up.Based on the perspective of agricultural enterprises,the declaration flow chart of financial support for agriculture projects was put forward.Suggestions were put forward,which consisted of focusing on major project declarations,building a project information base,grasping the declaration of the dynamic timely,preparing the declaration carefully,expanding the channel of cooperation,perfecting the supporting measures of the project,etc.The results of this study could be used as reference for all kinds of subjects to declare financial support for agriculture at all levels.
