摘 要:采用远程塔台替代传统塔台,技术先进、建设运行成本低,适用于中低密度机场等多种运行场景,也为我国推进机坪管制移交提供了不可目视机坪区域管制解决方案。欧洲远程塔台运行概念及技术要求相对成熟,单机场运行模式已在多地获得运行批准,多机场运行模式也已进入试点验证阶段,为我国提供了很好的参考。相比传统塔台,远程塔台在提供机场空中交通服务的内容和规定上并未改变;主要改变在于基础设施和技术系统,以及由此引发的运行流程方法调整和人因工效适应。我国远程塔台应用如把握好上述变革管理问题,将会取得成功。The remo tetower is used to replace the traditional tower,with advanced technology,low construction and operation cost,and is applicable to avariety of operating scenes such as medium low density airports.It alsoprovides a non visual observed ramp control solution for China.European remote tower operation concept and technology requirements are relatively sophisticated.Single airport operation mode has been approved in some places,and multi airports operation mode has entered the validation stage,which provides a good reference for China.Compared with the traditional tower,the remote tower has not changed the content and regulations of providing the airport with air traffic service.The major changes are infrastructure and technical systems,and the resulting adjustment of operational processes and methods and human factor ergonomic adaptation.If the application of remote control tower in China can grasp the above change management problems,it will be successful.
