摘　　要：改革开放40年来,中国保险业经历了整体布局、自由发展和创新发展三个阶段。当前,中国正处于由保险大国向保险强国转变的战略机遇期:一方面,世界发达国家保险业发展整体低迷,以中国为代表的世界新兴保险市场正在崛起,中国提出"一带一路"倡议,保险业拥有"走出去""变强大"的时代机遇;另一方面,中国保险业仍处于发展的初级阶段,《中国保险业发展"十三五"规划纲要》不失时机地提出保险业供给侧改革,要求树立服务国家供给侧结构性改革和实体经济发展大局的改革观,锚定保障本位,以服务民生为重点提高保险供给质量,优化保险制度、基础设施以及人才供给,从而为新阶段深化中国保险业改革指明了方向。In the past40years of reform and opening up,China's insurance industry has experienced three stages:overall layout,free development,and innovative development.China is in the strategic opportunity period for the transition from a big insurance country to a strong insurance country.On the one hand,the development of the insurance industry in the developed countries of the world is generally sluggish,and the world s emerging insurance market,represented by China,is on the rise;China has adopted the“One Belt,One Road”strategic layout,and the insurance industry has Opportunities for the era of“going out”and“getting stronger”.On the other hand,China s insurance industry is still in the initial stage of development.The“13th Five-Year Plan for China s Insurance Industry Development”will not lose the opportunity to propose reforms in the supply side of the insurance industry,and require the establishment of a supply-side structural reform and the overall development of the real economy.The concept of reform,anchoring the standard of protection,focusing on serving the people s livelihood to improve the quality of insurance supply,optimizing the insurance system,infrastructure and talent supply,thus pointing out the direction for deepening the reform of China's insurance industry in the new stage.
