摘　　要：应当从整体上视人民内部矛盾引发的群体性事件处置为"群众管理",并强化保护公民权利的理念,进一步完善"群众管理"的法律法规。适当的法律政策指导、有效的培训、详细的规划和统一的领导都是公安机关群体性事件防范处置过程中,实施群众管理、切实保护参与公民的合法权益的路径选择。The disposal of group events caused by contradictions among the people should be regarded as mass management.Strengthen the concept of protecting citizens'rights,further improve the laws and regulations of"mass management",appropriate legal and policy guidance,effective training,detailed planning and unified leadership are the path choice for public security organs to implement mass management and protect the legitimate rights and interests of citizens participating in the prevention and treatment of group events.
