摘　　要：【目的/意义】旅游扶贫的核心是让贫困人口有所受益和发展,这有赖于制度设计的精准化和扶贫政策的供给创新。【方法/过程】通过对原中央苏区县旅游扶贫模式的调查,综合运用案例分析法、比较研究法及文献调查法对农户(贫困户)的受益机制进行系统分析。【结果/结论】从旅游扶贫的基础、关键与保障等三个层面提出旅游扶贫应强调产业的成功开发、农户的参与及能力提升,以及对生态环境和文化的保护,这对现有旅游扶贫方式方法的转变创新及旅游扶贫效率的提升具有借鉴意义。【Objective/Meaning】The key of tourism poverty alleviation is to benefit and improve the poor,which mainly depends on the precise system design and the innovative poverty alleviation policy.【Methods/Procedures】By investigating the tourism poverty alleviation mode of counties in the Central Soviet Area,the benefit mechanism of farmers(the poor ones)was systematically analyzed by case study,comparative analysis and literature investigation.【Results/Conclusions】Considering to the foundation,key points and security of tourism poverty alleviation,we suggested to emphasize the successful industrial development,farmers’participation and ability improvement,as well as the protection of the ecological environment and culture,which would provide reference for the transformation and innovation of the present tourism poverty alleviation ways,and the efficiency promotion of poverty-alleviating tourism.
