江苏省基本公共服务与经济发展耦合协调性研究——以陆路交通设施为分析对象

摘　　要：基本公共服务能力与经济发展水平之间密切相关,陆路交通设施作为基本公共服务的主要内容之一,与经济发展存在耦合协调性关系.以交通优势度表征陆路交通设施水平,改进陆路交通优势度赋值测度法,尤其强调了高速公路的出入口个数、通达方向以及火车站的等级、个数与线路技术等级对陆路交通优势度的影响.结合GIS空间表达技术刻画了江苏省陆路交通优势度与经济发展水平空间差异规律.并利用两系统协调度模型,测算了陆路交通优势度与经济发展水平的耦合协调关系.结果表明,陆路交通优势度与经济发展水平均存在明显的空间分异现象,全省交通优势度和经济发展水平总体较为协调,但苏北协调性相对较差.最后提出了促进江苏省陆路交通优势度与经济发展水平耦合协调发展的对策建议.The basic public service capacity was closely related to the level of economic development.As one of the main contents of basic public services,land transportation facilities have a coupling and coordination relationship with the economic development.Firstly,the paper used the index of transport superiority to reflect the degree of the land transport facilities,and improved the method of measurement about the transport superiority.in the method,some impact factors are all stressed,such as the number of the exit and the directions in highway,the number and the technique level of the rail station and routine.Secondly,the spatial diversity patterns about the land transport superiority and the level of economic development is discovered by the GIS technology.Thirdly,it measured the coupling and coordinated relations between the land transport superiority and the level of economic development by the model with two systems.As the results,the law of spatial differentiation about the land transport superiority and the economic development level is revealed.At the scale of Jiangsu province,the relations between the land transport superiority and the economic development is coordinated to some extend,but it’s relatively weak in coordination in the north of Jiangsu.Finally,it put forwards some suggestions to advance the coordinated development between the land transport superiority and the economic in Jiangsu.
