保障房社区购买公共服务的实践模式与创新路径——以南京市齐修保障房社区为例

摘　　要：根据我国政府购买公共服务的相关政策要求和各地实践经验,梳理出依赖型、独立型非竞争性和独立型竞争性三种政府购买公共服务通用模式,根据南京市齐修保障房社区购买公共服务的基本情况、购买模式(即独立型竞争性购买模式中的公开招标)和实施效果,并应用IDEF0图剖析该社区购买公共服务的流程及其存在问题,提出综合采用独立型非竞争性购买和独立型竞争性购买两种模式、孵化居民自治组织以实现居民需求主动表达等保障房社区购买公共服务的创新路径。On the basis of relevant policy requirements and local practical experiences,three governmental purchase modes of public services including dependent purchase mode,independent non-competitive purchase mode and independent competitive purchase mode are sorted.Then,the governmental purchase practices of Qixiu affordable housing community in Nanjing city is summarized,including the basic information,specific purchasing mode(i.e.public tender in independent competitive purchase mode)and implementation results.After that,the IDEF0figure is applied to analyze the flow path and its existing problems of above-mentioned governmental purchase practices.Finally,some creative routes are proposed to optimize governmental purchase of public services in affordable housing communities,like adopting independent non-competitive purchase mode and independent competitive purchase mode synthetically,as well as hatching self-governing resident organization to achieve the active expression of resident demands.
