摘　　要："一带一路"倡议是我国重要决策,陕西要在"一带一路"建设中取得快速发展,强化在"一带一路"倡议实施中的支撑作用,打造丝绸之路经济带新起点,需要高校的科技引领与智力支持。陕西高校应主动对接"一带一路"发展战略,规范制度保障体系,完善政策制度环境;加强基础设施建设,强化基础支撑环境;强化市场导向作用,拓展市场需求环境;完善支持保障体系,建立良好机制环境;注重大学精神传承,促进校园文化建设,为陕西融入"一带一路"建设提供坚实的理论支撑和人才支持。“The Belt and Road”initiative is the important strategic decision in China.It is necessary to strengthen the support functions and create a new starting point of the silk road in the building of“The Belt and Road”supported by the universities,science and technology leading and the cintelligence.The colleges and universities should conduct a comprehensive optimized scientific and technological innovation environment based on the five aspects of policy system environment,foundation support environment,market demand environment,operation mechanism environment,campus culture environment under the“The Belt and Road”initiative,and play their supporting role of talents and achievements in the promotion of"The Belt and Road"initiative.
