福建省森林游憩价值资本化的风险管理建议

摘　　要：福建省森林资源景观独特,游憩资源和产品丰富,森林游憩价值资本化可探索采用经营权流转和资产证券化模式。资本化过程中存在基础质量风险、信用风险和利率风险等,可通过完善森林游憩价值资本化运营市场,构建森林游憩价值资本化运营激励机制,完善金融外部监管制度,健全森林游憩资源生态补偿制度等方面进行相应风险管理,推动福建省森林游憩资源可持续发展,加快森林游憩价值资本化步伐。The capitalization of forest recreation value can explore the mode of management rights circulation and asset securitization,because there are unique forest resource landscape and abundant recreational resources and products in Fujian Province.Quality risk,credit risk and interest rate risk in the capitalization process can be carried out through improving the capitalized operation market of forest recreation value to establish the incentive mechanism of capitalized operation of forest recreation value and improve the external financial supervision system,improving the ecological compensation system of forest recreation resources and other aspects to promote the sustainable development of forest recreation resources in Fujian Province and to speed up the pace of forest recreation value capitalization.
