摘　　要：我国在妇幼健康服务行政管理、监督检查和技术规范等环节出台了一系列法律法规。随着社会经济的发展,人群健康状况和健康需求也在发生变化,相关法律法规在实施中暴露出一些问题。从法律法规效力层级、内容、执行等方面对英、美、澳等国母婴保健相关法律法规进行梳理,总结经验,包括提高法律法规效力的层级以保证落实;法律条款内容应适应当前的形势和需求;各项法律条款的有效落实需要相关机构和其他配套措施的配合。China has promulgated a series of laws and regulations including administration,supervision and technical specifications of maternal and child health services.With the social and economic development,relevant laws and regulations exposed some flaws and shortcomings in the implementation.We analyze foreign experiences in the legal system of maternal and infant health care from the perspective of the level of laws and regulations objects content and execution.Finally,some suggestions were proposed including improving the level of laws and regulations to ensure the implementation of the provisions,the contents of the legal provisions should be adapted to the current situation and needs?the effective implementation of laws and regulations need to be combined with the relevant agencies and other supporting measures.
