新农合支付方式改革背景下医疗服务供方利益诉求分析

摘　　要：目的了解新农合支付方式改革医疗服务机构和医务人员的利益诉求,为有效发挥医保对供方的引导制约作用提供依据。方法多阶段分层随机抽取我国东中西部地区三省六县的医院工作人员进行问卷调查,运用数理统计分析明确医疗服务供方利益诉求及其影响因素。结果医疗机构的利益诉求为促进机构自身发展、获得机构外部认同和支持、有利于医务人员工作开展。医务人员的利益诉求为获得良好工作环境、获得合理福利待遇和社会认同。结论新农合支付方式改革需重视医疗服务供方利益,建立合理的利益表达分配机制。Objective To study the medical institutions and staffs interest demands of NRCMS in order to make good use of the guiding role of medical insurance for suppliers.Methods Multi-stage stratified random sampling was conducted in six counties in three provinces in the eastern,middle and western regions of China.Mathematical statistics analysis was conducted to clarify the interest demands and influencing factors of medical institutions and staff.Results The interest claims of medical institutions were to promote the development of institutions to obtain institutions’external recognition and.support,and to facilitate the development of medical staff.The interests of me-dical staff were to improve good working environment,obtain reasonable remuneration and social recognition.Conclusions The reform of NRCMS payment should pay attention to the benefit of medical service providers.
