精准扶贫背景下的高校资助体系改革

摘　　要：2017年财政部、教育部、中国人民银行、银监会联合印发了《关于进一步落实高等教育学生资助政策的通知》,该通知是在全面落实"精准扶贫"政策的大背景下出台的纲领性文件。在该通知指引下,全覆盖的资助体系的进一步完善,优先并按标准上限资助建档立卡贫困家庭学生成为了许多高校资助体系改革的重点。在政策实施过程中虽惠及了许多学生,但也带来了公平性受损、育人导向偏离、助学金只评不审等问题。因此,各高校应与时俱进,探索一条符合自身发展的资助体系。In 2017,the Ministry of Finance,the Ministry of Education,the People s Bank of China and the China Banking Regulatory Commission jointly issued“the notice on further implementing the policy of higher education student aid”,which is a programme-oriented document issued under the background of comprehensively implementing the policy of targeted poverty alleviation.Under the guidance of the circular,the further improvement of the all-inclusive financial aid system,the priority and the upper limit of the standard of financial aid for students from poor families has become the focus of reform of the financial aid system of many colleges and universities.Although the implementation of the policy has benefited many students,it has also brought about such problems as impaired fairness,deviated educational orientation,and the fact that financial aid is only evaluated and not reviewed.Therefore,colleges and universities should keep pace with The Times and explore a funding system in line with their own development.
