摘　　要：目的回顾淮安市疟疾流行概况与防治历程,评估淮安市消除疟疾工作效果,探讨今后巩固消除疟疾工作的重点。方法对淮安市1955～2016年疟疾防治疫情数据、防治策略与措施等资料进行分析,并对淮安市消除疟疾工作进行评估。结果 1955～2016年淮安市的疟疾防治经历群防群治阶段、综合防治阶段、巩固控制阶段和消除疟疾4个阶段。消除疟疾阶段(2010～2016年)淮安市建立多部门合作的防控工作机制,建立健全疟疾防治和监测网络,加强疟疾疫情管理和现症病人正规治疗,强化发热病人血检质量控制和管理,加大流动人口疟疾疫情监测。2012年起均为境外输入病例,发热病人年血检率均达总人口的4‰以上,至2016年,淮安市所辖县区全部通过县级消除疟疾达标考核。2017年淮安市通过市级消除疟疾达标考核。结论淮安市经过多年疟疾防治,2012～2016年连续5年无本地感染病例,达到消除疟疾标准。巩固消除疟疾工作的重点是加强对流动人口疟疾疫情的监测。Objective To evaluate the achievement in malaria elimination in Huai’an area,Jiangsu province,through reviewing the epidemic history and prevention process for evidence in following malaria control and prevention.Methods Historical data on malaria epidemic,prevention strategies and effects in Huai’an area were obtained from 1955 to 2016 and analyzed,and the malaria elimination efforts were assessed.Results Efforts for malaria control in Huai’an area consisted of mass prevention and treatment,comprehensive management,consolidated monitoring and malaria elimination between 1955 and 2016.In the stage of malaria elimination(2010-2016),preventive measures and mechanisms included involvement of multi-sectors,improved establishment of malaria prevention network and surveillance system,enhanced management of malaria epidemic and regular treatment for patients,improved quality control for blood test in febrile patients and strengthened surveillance over malaria epidemic in migrant population.Malaria prevalence was only involved in imported cases since 2012,and the rate of annual blood tests covered over 4‰ of the local population.By 2016,all counties and districts under Huai’an administration were qualified for the criteria for malaria elimination on county-level basis,and the municipal area in Huai’an reached the malaria elimination by 2017.Conclusion After decades of efforts for malaria control in Huai’an area,no local infection occurred from 2012 to 2016,suggesting that Huai’an has arrived at the goal of malaria elimination.Following work should be enhanced surveillance over malaria epidemic in migrant population.
