摘　　要：以商洛市为研究对象,从信息基础设施、科技支撑平台、经济发展水平、城乡融合水平、文化发展水平、城市竞争力六个方面构建智慧城市建设潜力评价指标体系,运用主成份分析方法从纵横两方面对商洛智慧城市建设潜力进行综合评价。结果表明,商洛市虽然在陕西十大城市社会经济排名中排至末位,但仍有在生态、和谐、城乡融合水平等方面具有发展优势,尤其在实行智慧城市建设理念之后商洛市社会经济的各项指标实现了迅猛发展,表明商洛市在建设智慧城市方面具有极大的建设潜力。Smart cities driven by information technology have become to a major way to solve many city's formerly problem.Small&Medium-scaled cities are constrained by many factors in the process of building smart cities because of their own size.With Shangluo as instance,the indicator system of potential appraisal for develop smart city is constructed,which inclouding six aspects of indicators:information infrastructure,science and technology support platform,economic development level,urban and rural areas coordinated development,cultural development culture,and urban competitiveness.The potential of Shangluo's smart city construction is evaluated from vertical and horizontal aspects by using principal component analysis.The result shows that although the rank of Shangluo in social economy of top ten citied in Shaanxi is at the last in line,but it still has its own absolute advantage in some aspect like ecology,harmony and urban-rural integration.The social and economic indicators have achieved rapid development especially after the implementation of the concept of intelligent cities construction.It indicate that shangluo city has great construction potential in the construction of Smart city.
