摘　　要：党的十九大报告坚持以人民为中心的发展思想,在"硬需求"不断完善的前提下,着重对"软需求"的改善,这就是心理学工作者们的新动能。社区心理健康服务在国外有相对完善的历史。经过四十年改革开放的发展,我国已经成为经济大国,在基本生活得到保障的同时人们对精神层面的需求也日益凸显,国家政策对心理健康的关注也提上了日程。社区心理健康服务在我国起步较晚,存在诸多不完善的地方,但人们对心理健康服务的需求是不容置疑的。The party's report to its 19th National Congress adheres to the PEOPLE-CENTERED DEVELOPMENT PHILOSOPHY In the"hard demand"under the premise of continuous improvement,focusing on the"soft demand"improvement,which is the new momentum of psychological workers.The Community Mental Health Service has a relatively perfect history in foreign countries.After 40 years of reform and opening-up,China has become an economic power.The Community Mental Health Service starts late in our country,has the imperfect place,but the people to the mental health service demand is allows of no doubt.
