摘 要:通过改变效率假说的前提条件,即认为组别之间所面临的技术集和前沿技术不一致,利用共同前沿方向距离函数测算和比较组别间的共同技术前沿比率,研究发现西部地区聚氯乙烯生产企业生态效率存在一个先升后降的倒"U"型,企业离共同技术前沿的距离较大;东中部聚氯乙烯生产企业生态效率较高,但这种提高并不是主要依靠科技进步来完成的,而是高污染、高消耗工业产业转移的结果,所以应在西部地区制定严格的相关地方性法规,进行科学的规划和科技创新,改善生态效率,促进我国聚氯乙烯工业从"粗放式"向"集约式"转变。This article,on the premise of changing efficiency hypothesis,believes that technology sets of groups are inconformity to the advanced technology.By means of common front direction distance function calculation and the ratio comparison of common technology among groups,the study found that the eco efficiency of PVC produced enterprises in the western region of China has an upside down“U”type.There is a long way for the enterprise to catch up with the cutting edge technology.The eco efficiency of PVC produced enterprises in the east midland is higher.While,the improvement does not mainly rely on technological progress but the transfer of high pollution and high consumption industries.Therefore,relevant local laws and regulations should be formulated strictly in western region.Meanwhile,there must be scientific planning and technological innovation and the improvement of eco efficiency so as topromote China’s PVC industries to transformfrom extensive to intensive.
