典型会议期间污染调控对城市空气质量影响分析

摘　　要：以2017年5月在南京市举行的首届江苏发展大会期间的空气质量为例,研究空气质量保障措施对城市空气质量的影响。结合气象观测数据、污染物质量浓度观测数据、污染物排放清单等,采用时间序列分析方法分析空气质量变化情况。根据2012年的分类别污染物排放清单和首届江苏发展大会具体保障措施,估算了保障期间南京市污染物排放强度的变化,结果表明:PM2.5和PM10分别减排57%和60%; CO、非甲烷挥发性有机物(NMVOC)、SO_2和NOx分别减排36%、35%、33%和26%; CO、NO_2、SO_2、PM2.5和PM10日均质量浓度分别下降22.5%、30.1%、30.9%、3.94%和19.0%,O_3日均质量浓度上升了32.1%;会后,随着管控措施的取消,除O_3外的主要大气污染物日均质量浓度上升,而O_3日均质量浓度不变。气象条件稳定时,现行的调控措施可以控制南京市除O_3外的主要大气污染物。The impact of air quality assurance measures on urban air quality is studied by taking the air quality during First Jiangsu Development Summit(Nanjing,May 2017)as an example.According to surface meteorological observations,pollutant mass concentration observations and pollutant emission inventory,the change of air quality is analyzed using time series analysis.According to the pollutant emission inventory of 2012 and the detailed pollution control measures of First Jiangsu Development Summit,the potential changes of pollutant emissions in Nanjing during the summit is estimated,and the result shows:the emissions of PM2.5 and PM 10 decrease by 57%~60%,followed by CO(36%),NMVOC(35%),SO2(33%)and NO x(26%);the observed daily mean concentrations of CO,NO2,SO2,PM2.5 and PM 10 decrease by 22.5%,30.1%,30.9%,3.94%and 19.0%,but O3 increases by 32.1%;after the summit,the observed daily mean concentrations of the major atmospheric pollutants except O3 increase with no emission control actions.The major atmospheric pollutants except O3 in Nanjing are mitigated effectively by the emission control actions under stable meteorological conditions.
