2014年至2016年宜宾市儿童预防接种信息管理系统应用效果评价

摘　　要：目的应用儿童预防接种信息管理系统(CIIMCS)平台对宜宾市免疫规划信息管理系统的运行质量进行分析和评估。方法按照CIIMCS规定的儿童预防接种信息管理系统客户端基本操作流程规范和考核指标,对全市208个CIIMCS客服端上传到平台的相关数据进行分析; CIIMCS平台统计国家免疫规划疫苗接种率、按容量比例概率抽样法(PPS)统计接种率;对宜宾市CIIMCS实施效果进行评价。结果 2016年208个接种单位纳入CIIMCS管理,208个接种单位异地接种87069剂次,占2016年全年实际接种人数的10. 6%; CIIMCS单位实施率、建档情况、数据及时成功上传、备份率均达到100%,儿童个案信息录入率逐年提高,客服端上传频率逐年增加,2016年个案上传成功率达到100%,个案重复率0. 72%,及时录入率和信息准确率达到95%。全市2014至2016年出生的在册管理儿童中,第一类疫苗累计应种3395470剂次,实际接种2724745剂次,总接种率80. 25%。2014年、2015年和2016年,CIIMCS平台统计总接种率和PPS法统计接种率均在75%以上,两种统计法之间均差异有统计学意义(P<0. 05)。结论 HIIMS的实施全面实现了全市预防接种信息共享、获取接种数据方便和准确;有效评估预防接种工作和信息系统规范使用情况;可用于评价接种率,但需定期进行接种信息维护,目前CIIMCS统计接种率不能取代接种率调查。Objective To analyze and evaluate the operation quality of Yibin immune planning information management system by using the Child inoculation Information Management System(CIIMCS)platform.Methods According to CIIMCS s basic operation procedures and assessment indexes for children s inoculation information management system,the relevant data of208CIIMCS service terminals uploaded to the platform were analyzed.The national immunization program inoculation rate wasevaluated by the CIIMCS platformnd and the inoculation rate was evaluated by the capacity ratio Probability sampling method(PPS);and evaluate the implementation effect of CIIMCS in Yibin City.Results In2016,208inoculation units were included in CIIMCS management,and208vaccination units were inoculated with87,069doses in other places,accounting for10.6%of the actual number of inoculation cases in2016.CIIMCS unit implementation rate,documentation,timely and successful data upload,and backup rate were up to100%.The child case information input rate has increased year by year,and the frequency of service terminal upload has increased year by year.The success rate of case upload in2016up to100%,the case repetition rate was0.72%,and the timely input rate and information accuracy rate reached95%.Among the registered children born in the city from2014to2016,the first type of vaccine should be planted with3,395,470doses,and the actual inoculation was2,724,745doses,with a total inoculation rate of80.25%.In2014,2015and2016,the total inoculation rate of the CIIMCS platform and the statistical inoculation rate of the PPS method were both above75%,and there was a statistically significant difference between the two statistical methods(P<0.05).Conclusion The implementation of HIIMS has fully realized the sharing of inoculation information and the availability of inoculation data in the city.It can effectively evaluate the inoculation work and the use of information systems.It can be used to evaluate the inoculation rate,but it needs regular maintenance of inoculation inf
