摘　　要：随着国有企业的改革发展,铁路运输企业用工制度发生了变化,企业除了原有的正式工以外,还使用了大量劳务输出人员、人事代理制工人、短期临时工、民工等,企业从业人员流动性增加、安全素质相对较低;同时,新材料、新工艺、新技术、新设备不断出现,各种不安全因素也在激增,给企业安全生产管理提出了新的课题。在人、机、环境和管理系统中,人是主要因素,也是最重要、最活跃、最不安全的因素。因此,要做好企业的安全管理,最重要的是做好人的工作,也就是要提升铁路运输企业职工安全素质。With the revolution and development of state-owned enterprises,the employment system of railway transport enterprises has been changed.In addition to the original permanent workers,the enterprises also used a large number of labor output,labor agency workers,short-term workers,migrant workers.The mobility of employees increased and their safety quality was relatively low.At the same time,new materials,technology and equipment continued to appear,various insecurity factors were also surging,bringing new challenge for enterprise safety production management in human,machine,environment and management system.Among these,human is the major factor,which is also the most important and active factor.Therefore,to achieve the safety management of enterprise,the most important thing is to manage individuals,which is to improve the safety quality of railway transport workers.
