基于四川震情的市县地震应急管理培训工作体系研究

摘　　要：通过对四川省发生的汶川、芦山等重大地震中市县政府及相关单位在地震应急管理培训工作方面的现状和需求调研进行分析,总结了市县政府在地震应急管理培训工作方面存在的主要问题,并结合当前地震工作中的管理培训需求,构建了包含组织体系(实施单位、合作单位)、培训体系(培训对象、培训内容、培训课程设置、培训模式、培训评估等)和保障体系(软硬件保障)的适合市县政府的地震应急管理培训体系,具有一定的实用性、参考性和现实指导性。Based on the situation and requirements of over 10 municipal governments and relevant organizations in Sichuan province in the field of earthquake emergency management and training,this paper tries to provide suggestions to answer the major problems.Considering the practical needs of carrying out related works and in order to provide references and guidance for the corresponding departments,this paper puts forward proposals on seismic emergency management and training system for municipal and county level governments.
