摘　　要：在大力推进生态文明建设、全面依法治国的大环境下,实现自然资源支撑经济社会的可持续发展显得非常重要。为实现这一目标,推动自然资源开发利用的精细化治理是一条必然的可靠路径。自然资源依法治理有交叉性、整合性和动态性等多个特征,大数据可以为自然资源法制制定者提供可靠的信息决策支持。大数据参与自然资源法制评价,可以提高自然资源法制的关联性、客观性、合理性,是切实有效提高评价质量的必经之路;大数据参与自然资源法制完善,可以提高自然资源法制的基础性与全面性,解决现有自然资源统计制度的难点,保障政府在自然资源调控中开采效率与利用效率相适应,为自然资源监督提供依据;大数据参与自然资源法制实施,可以全面准确地获取自然资源源数据,通过加强数据分析能力和人才队伍建设,最终形成自然资源的节约与集约利用。了解并分析大数据参与自然资源法制评价、完善、实施的问题,可以推动中国自然资源法制的发展进程。It is of great importance to realize the sustainable development of natural resources to support the economic society under the background of China’s vigorously promoting eco-civilization construction and comprehensively implementing the rule of law.In order to achieve this goal,it is an inevitable and reliable path to facilitate the refined management of developing and utilizing natural resources.The rule of natural resources by law has multiple characteristics such as intersectionality,integrality and dynamicity,while big data can provide reliable information for the natural resources legal system makers to make reasonable decisions.From the perspective of evaluating natural resources legal system,the involvement of big data can improve the relevance,objectivity and rationality of natural resources legal system,so it is the most possible way to effectively improve the quality of evaluation by adding data to natural resources evaluation and following the principle of timeliness,continuity,pertinence and scientificity.From the perspective of perfecting the natural resources legal system,the involvement of big data can improve its basic and comprehensive nature,solve the difficulties of the existing natural resources statistical system,ensure that the mining efficiency is consistent with the utilization efficiency in the government’s regulation of natural resources,and offer guidance for natural resources supervision.From the perspective of carrying out the natural resources legal system,the involvement of big data can comprehensively and accurately acquire statistics of natural resources.Through strengthening the data analysis ability and the construction of talent team,it can eventually lead to the economical and intensive use of natural resources.Understanding and analyzing problems concerning the involvement of big data in the evaluation,improvement and implementation of natural resources legal system can promote the development of China’s natural resources legal system.
