摘 要:健康教育是"健康中国2030"战略的重要组成部分,其居民接受程度是健康教育工作效能的重要影响因素。2000年WHO提出了卫生系统反应性概念,其对人的尊重以及以健康为中心的测评维度与健康教育工作测评不谋而合。本研究以"卫生系统反应性"为借鉴对象,主要从定义内涵、测量方法、评价方法等方面综述卫生系统反应性的重要进展,在此基础上思考卫生系统反应性对于健康教育政策的监测与评价的启示。提出在健康教育中引入反应性指标,充分借鉴其评价的测量方法和内容,同时也要兼顾公平性。Health education is an important part of the health of China 2030.The degree of acceptance of residents is an important factor on the effectiveness of health education.In 2000,the WHO put forward the concept of responsiveness of the health system.The respect for human beings and health-centered assessment dimensions coincided with the assessment of health education work.This study uses“health system responsiveness”as a reference object,and summarizes the important progress of the health system's responsiveness from the definition of connotation,and evaluation methods.On this basis,it considers the monitoring of health system response to health education policy,revelation with evaluation.It is proposed to introduce reactive indicators in the evaluation of health education,and to fully use the measurement methods and contents of the responsive evaluation of the health system,and also to consider the fairness of health education.
