摘 要:为了保障城市地下综合管廊PPP项目的正常运营及推广,建立合理的收费机制,基于双层规划模型,对城市地下综合管廊PPP项目定价与政府补偿策略进行研究。将影响项目定价与政府补偿的关键主体政府和社会资本分为两个决策层级,建立了政府以社会效益最大化为目标、社会资本以投资收益最大化为目标的双层规划模型。通过模型求解,得到政府方可行性缺口补助策略及社会资本收费定价策略,并对最优解进行敏感性分析。研究表明,项目定价与政府补偿均存在一个最优区间,使得效益达到最优。最后,结合研究结果,为城市地下综合管廊PPP项目建设给出相关建议。To establish a reasonable toll collection mechanism for the normal operation and promotion of the urban underground pipe gallery PPP project,based on the bi-level programming model,this paper studies the pricing of PPP project and the government compensation strategy of urban underground integrated corridor.The government and the social capital,the key subjects affecting project pricing and government compensation,are divided into two decision-making levels.A bi-level programming model is established,in which the government aims at maximizing social benefits and the social capital aims at maximizing investment returns.By model solving,the government′s feasible gap subsidy strategy and social capital pricing strategy are obtained,and the sensitivity of the optimal solution is analyzed.The study shows that there is an optimal interval between project pricing and government compensation,in which the benefits can be optimized.Finally,combined with the research results,relevant suggestions are given for the construction of PPP projects for urban underground integrated pipe corridors.
