国外大型科研仪器设备管理及开放共享机制的启示与借鉴

摘　　要：挑选国外具有代表性的国家,通过分析各国大型仪器设备管理及开放共享制度,总结其不同特点并结合国内现状,通过有针对性的分析,梳理中外大型仪器设备管理水平之间的差距。提出在今后工作中,应借鉴国外经验,加强法规制度建设,明确产权归属,以科学严谨的态度执行仪器设备购置审批审核流程,并制订有效的人才激励政策培养坚实可靠的仪器设备管理团队,提高大型仪器设备的管理和开放共享水平。With the most representative foreign countries as examples,different characteristics of various countries’management and open sharing system for large instruments and equipment are analyzed and summarized.Combined with the present status in China,the gap in the management level of large instruments and equipment between China and foreign countries is combed through targeted analysis.In order to improve the level of management and open sharing of large instruments and equipment,it is proposed that foreign experience should be used for references,construction of laws and systems should be strengthened,ownership of property rights should be defined,the examining,approving and verifying procedures for purchase of instruments and equipment should be implemented scientifically and strictly,and effective talent incentive policies should be formulated for the cultivation of strong and reliable instrument-and-equipment management teams.
