摘  要:绿色矿业发展示范区是绿色矿业发展的示范平台,绿色矿业发展离不开矿业用地的空间保障。通过跟踪承德市绿色矿业发展示范区实践进展,将其在矿业用地方面的创新性做法梳理成四点:一是发挥部门合力,开展"双百行动";二是整合政策资金,盘活存量工矿用地;三是放开土地开发权,鼓励市场参与治理;四是灵活化供地,支持矿业转型发展。通过这些举措,承德绿色矿业发展示范区建设和在四方面取得了显著成效,但是也存在一些问题,在此基础上,提出了相应的政策建议,以期为提高工矿用地的利用效率,推进绿色矿业发展示范区建设提供参考。The green mining development demonstration area is a demonstration platform for green mining development.The development of green mining industry cannot be separated from the space guarantee of mining land.The author followed the practice progress of Chengde Green Mining Development Demonstration Zone,the innovation of mining land is summarized as four points:firstly,it’s to exert the joint efforts of the departments to carry out"double hundred action";secondly,the integration of policy funds to revitalize the stock of industrial land;thirdly,to liberalize the right of land development and encourage market participation in governance;fourthly is the flexibility of land supply to support the transformation and development of mining industry.Through these initiatives the construction of Chengde Green Mining Development Demonstration Zone has achieved remarkable results in four aspects,but there are some problems.On this basis,the corresponding policy suggestions are put forward,in order to improve the utilization efficiency of industrial land,and to promote the construction of Green Mining Development Demonstration Zone to provide reference.
