摘　　要：分析新增集体经营性建设用地的成本构成,结合成本法评估基本原理探讨成本各组成部分的测算。采用文献分析法、对比分析法、综合分析法和实证分析法进行研究。分析了新增集体经营性成本价格的构成,探讨新增集体经营性建设用地价格成本评估法模型和基本原理,深入分析模型中各组成部分的测算方法。研究发现:新增集体经营性建设用地成本由主要成本和附加成本构成;主要成本是土地取得成本,由经济补偿成本、生态补偿成本、社会保障补偿成本和开发补偿成本构成;主要成本通过农用地征地补偿、土地开垦费、土地开发费、绿化成本、绿化费用、宅基地补偿成本、住房拆迁补偿费用、公共设施重置成本等数据进行计算;繁昌镇华阳村农用地新增商业用地的土地成本价格为273.26元/m^2。The article is to analyze the cost composition of new collective operational constructive land,and discuss the calculation of cost components based on the principles of cost evaluation method.Literature analysis,comparative analysis,comprehensive analysis and empirical approach is used here.The article is to analyze the composition of the cost price about the new collective operational constructive land,and discuss the model and basic principle of the cost assessment method to evaluate the new collective operational constructive land s price.It also deeply analyzes the calculation method of each component in the model.The cost of new collective operation constructive land is composed of main cost and additional cost;The main cost is the cost of land acquisition,which consists of compensation cost,ecological compensation cost,social compensation cost and development compensation cost.The main cost is calculated by the data of land requisition,land reclamation,land development,greening,homestead compensation,house demolition,and public facilities replacement.The land cost price of new commercial land in Huayang village,Fan Yang Town is 273.69 yuan/m 2.
