摘　　要：竞争性磋商采购方式是财政部门为了推进政府购买服务、推广政府和社会资本合作,以及适应竞争不充分的科研项目和科技成果转化项目等特殊类型项目采购的一种新型采购方式。竞争性磋商方法的运用在高校工程建设采购中对于那些技术复杂或性质特殊的项目领域优势非常明显。Competitive negotiation procurement is a new kind of procurement that the financial sector of the government advances the purchase services,popularizing the capital cooperation between the government and society as well as identifing the special need of the special projects such as adjusting to inadequate competitions of the scientific research projects and the transformation of scientific and technological achievements.Competitive negotiation procurement,which is used in the university engineering construction procurement,has an obvious advantage in the field of complex technology and special project.
