新时代高校院系民主集中制建设的基本经验、主要问题与路径创新

摘　　要：院系作为高校组织层级的重要一级,扮演了承上启下的角色,具有一定的办学自主权、人事与财权的相对集中、学术权力与行政权力的互相嵌入等多重表征。客观而言,进入新时代,高校院系民主集中制建设已积累了相应的经验;但部分高校院系在贯彻执行学校决策部署与决定本级重大事项及在有效发挥决策与执行功能方面存在一定的偏差与不足,院系党组织建设、党政联席会议制度的功能与实践机制趋于弱化,民主集中制建设亟待加强。归根到底,必须尊崇《党章》,严肃党内政治生活,严格执行《中国共产党普通高等学校基层组织工作条例》,加强基层组织建设,以完善党政联席会议制度为抓手,从善设议题、充分讨论、发扬民主;科学决策、严格执行、正确集中;理顺高校内部管理体制,强化监督、优化院系干部队伍结构与提升班子成员素养、合理配置学术与政治权力资源,发挥协同效应的三个维度把高校院系层级的民主集中制度坚持好、完善好。Schools&departments,as the important organizations of a university,play an important linking role.They have a certain autonomy in running schools as well as in the personnel management and financial control.Besides,the academic power and administrative power are linked with each other within a school or a department.Generally speaking,we've got a certain experience in construction of the democratic centralism in the schools and departments of university in the new era.However,some schools and departments can't efficiently implement decisions made by the university,the Party organization construction of the school and department and the function and practice of the Party-administration meeting system are weakened.Therefore,the system of democratic centralism should be strengthened.It's better to strengthen the political life within the Party in accordance with the Party Constitution that is modified in the19th CPC national congress,enhance the primary-level organization building according to Regulations of the Work of the Primary-level CPC organization in Universities(2010edition),and improve the Party-administration meeting system by giving proper topics,discussing sufficiently and promoting democracy.Besides,the internal management system of the universities shall be strengthened,the cadre team of the schools and departments shall be supervised,optimized,and improved,the resources of the academic and political power shall be reasonably allocated.In this way,the system of democratic centralism of the schools and departments can get a proper improvement.
