摘　　要：党风廉政建设是中国共产党端正党风、政风的战略实践活动。党风廉政建设考核评价是高等院校贯彻落实全面从严治党的内在要求,是践行监督执纪"四种形态"的现实需要。通过对部分地区和部分高等院校党风廉政建设考核的对比分析,坚持科学性与公正性相结合、组织考核与群众评议相结合、过程控制与成果实效相结合、定性分析与定量分析相结合、指标简约性与核算简要性相结合的原则,设立单位重视程度、履行主体责任、履行监督责任和社会成果效益等量化考核的中心内容,构建高等院校党风廉政建设考核评价指标体系,促进高等院校党风廉政建设与时俱进,创新反腐机制,深入落实全面从严治党要求。Improving the Party's work style and building a clean government is a strategic practice for the Communist Party of China to correct its conduct and political style.In colleges and universities the assessment and evaluation of the Party's work style improvement and the clean government building is an inherent requirement for them to enforce strict Party discipline in an all-out way,and it also is a realistic need for the Party to practice the"four forms"of supervision and discipline enforcement.A comparative analysis of the assessment and evaluation of the Party's work style improvement and the clean government building in some institutes of higher learning and some areas comes to the conclusion that the cardinal principles should be upheld,such as the combination of science and justice,of organization assessment and mass comment,of process control and actual effect,of qualitative analysis and quantitative one and of the simplicity of index and that of accounting,and the quantitative assessment of the degree of everybody's attention,the implementation of subject responsibility,that of supervision responsibility and the benefits of social achievements should be established as central contents so that an assessment and evaluation index system for the Party's work style improvement and the clean government building in colleges and universities could be constructed to make the Party's work style improvement and the clean government building in colleges and universities keep pace with the times,innovate the anti-corruption mechanism and thus deeply implement the requirement of strictly governing the Party in an all-out way.
