群众性体育活动的草根动员与政府治理转型

摘　　要：为应对群众体育活动发展中草根动员趋势,政府治理应该走向政社合作阶段。研究采取个案分析和深度访谈法,选择郎溪篮球、徐州暴走和无锡广场舞等个案的组织化进程为研究对象。研究发现:草根动员是草根行动者将与之具有相同利益自身却无行动的人动员起来,加入群体利益表达的过程。群众体育活动的草根动员表现出无明显利益诉求、隐形化动员和组织庇护的再组织化特征。政府部门和参与者对体育社会组织的合力赋权,通过制度维持和完善、资源获取和组织内部治理等维度,获得较好的赋权效应。群众体育活动的草根动员趋向,政府应大力推进组织成长,实施技术性治理,加强监管。案例显示,在群众体育活动的草根动员进程中,政府部门应保障基础性资源供给,利用体育社会组织的业务优势,从而形成政社合作治理的格局。In order to respond to the Grassroots Mobilization(GM)of Mass Sports Activities(MSAs),government should move towards the stage of political and social cooperation.This study uses the case analysis and in-depth interview,and selects the organizational process of Langxi basketball,Xuzhou walking and Wuxi square dance as the research object.The result shows that GM refers to the process in which grassroots actors mobilize people who have the same interests but have no actions to participate in the group interest expression.GM of MSAs shows the characteristics of reorganizing without obvious interest appeal,invisible mobilization form and organizational shelter.Through the joint efforts of government departments and participants in the empowerment of Sports Social Organizations(SSOs),better empowerment effects can be achieved through system maintenance and improvement,resource acquisition and internal governance maintenance.Facing GM of MASs,the government should vigorously promote the growth of SSOs,technical governance,and effective supervision.This shows the development of SSOs,government departments should form a pattern of political and social cooperative governance by utilizing the advantages of SSOs while supplying basic resources.
