摘　　要：分析海上通信技术现状、全球海上遇险与安全系统(Global Maritime Distress and Safety System,GMDSS)复审结果以及GMDSS现代化与E-Navigation的进程,研究E-Navigation发展与GMDSS现代化进程的关系。指出E-Navigation的发展需要现代化海上通信技术高效、稳定的网络支撑,需要GMDSS与之协调发展。提出GMDSS现代化必须与现代化通信技术充分融合,其本质是海上通信技术的现代化。GMDSS现代化是伴随通信技术发展而可持续发展的,其进程应包括"GMDSS初级现代化""GMDSS准现代化""GMDSS终极现代化"等3个阶段。提出GMDSS现代化各阶段的技术形态,指出只有实现GMDSS准现代化才能为E-Navigation战略提供支撑。Analyzing the status quo of maritime communication technology,outcome of the Global Maritime Distress and Safety System(GMDSS)review and the progress of the E-Navigation strategy implementation and researching the relationship between the e-Navigation strategy and the GMDSS modernization,this paper suggests that the advance of the E-Navigation strategy implementation need the support of modern maritime communication technology in providing more effective and robust network support,and the E-Navigation strategy should develop with the GMDSS modernization coordinately.It proposes that,in order for the GMDSS modernization to take full advantage of the modern communication technology,the process should be devided into3stages.The technology patterns of each stage are described,which shows that the GMDSS could not provide robust support for E-Navigation until the second stage is completed.
