技术创新平台对产业发展带动效应研究——以河北省为例

摘　　要：通过对2010—2016年河北省技术创新平台建设及运行情况进行实证调研,在分析平台的总体布局、人才、科研及制度建设基础上,研究技术创新平台对产业发展的带动效应。研究发现河北省技术创新平台建设基本契合产业发展方向,产学研合作模式发力弥补产业创新链条的欠缺,研发主体技术和科技成果引领产业技术进步,成果转化与推广支撑经济和社会发展。最后,针对技术创新平台分布不均衡、产业链条底端化突出、要素供给结构失衡、发展环境规制多等问题,提出加快技术创新平台对产业发展的建设建议。Through the empirical research on the construction and operation of technology innovation platform of Hebei province from2010to2016,this paper studies the driving effect of technology innovation platform on industrial development based on the analysis of the overall layout,talent,scientific research and institutional construction of the platform.The research finds that the construction of technological innovation platform is basically in line with the direction of industrial development,the mode of industry-university-research cooperation makes up for the lack of industrial innovation chain,the main technology and scientific and technological achievements lead the industrial technological progress,and the transformation and promotion of achievements support economic and social development.Finally,in view of the issues such as the low-end prominence of the industrial chain,the imbalance of the supply structure,the development of environmental regulations and so on,this paper puts forward some suggestions about speeding up the technological innovation platform for the construction of industrial development.
