摘　　要：文章简要回顾了我国分级诊疗制度的顶层设计和部署推进过程,分析了分级诊疗制度性约束不足的当下表现和形成原因,提出了完善建议:优化医疗资源配置,改革医院管理模式,强化医疗网络覆盖体系,配套相关法律法规。This paper briefly reviews the top-level design and deployment process of classified diagnosis and treatment system in China,analyzes the current performance and causes of insufficient sysstematic constraints of classified diagnosis and treatment system,and puts forward suggestions for improving the system:optimizing the allocation of medical resources,reforming the hospital management model,strengthening the medical network coverage system,and supporting relevant laws and regulations.
