公安机关警务体制改革的框架性思考

摘　　要：当前的公共安全形势对公安管理体制改革提出了更高的要求——既要在政府改革的框架内完成,又要突出专门机关的职能特点,有效解决公安机关目前存在的分工过细、布警重复、职能交叉、资源浪费等现行体制问题。对此,应当以2018年国家层面的党政机关改革精神为参照,围绕警务改革的价值取向与评价体系、大警种大部门改革的主要模式、坚守派出所工作的"初心"构建公安机关警务体制改革的基本框架。The current public security situation puts forward higher requirements for the reform of the public security management system.It must be completed within the framework of government reform,and it must also highlight the functional characteristics of specialized agencies,effectively solving the current institutional problems in the public security organs,such as micro-division of labors,duplication of polices,overlapping functions,and waste of resources.In this regard,it should be based on the reform spirit of the party and government organs at the national level in 2018,to construct the basic framework for the reform of the policing system in public security organs by focusing on the value orientation and evaluation system of policing reform,the main mode of reform of large police departments,and adhering to the“initial heart”of the police station.
