情报主导+分层警务:加拿大警察管理体制改革启示

摘　　要：国务院大部制改革方案落地,公安体制改革的时间表业已确立。我国新一轮公安体制改革的核心环节何在?剖析加拿大警察管理体制的现状,分析加拿大新一轮警务体制改革的路径,进而探究其对我国新一轮警务体制改革的启示。我国新一轮公安体制改革在于三个核心环节:一是确立"提升警务实战效能"的核心理念;二是建立以大数据犯罪分析及其治理为主线的情报主导警务组织体制和运行机制;三是增强基层自主性和灵活性,推进多机构协作犯罪治理体系形成与完善。The reform of the public security system has been established.What is the core step of the new round of public security reform in China?From the analysis of the current situation of Canadian police system,this article analyzes the path of a new round of police system reform in Canada,and then explores its enlightenment to the new round of policing system reform in China.The three core links of the new round of public security reform in China lie in:establishing the core concept which is"improving the effectiveness of police service";establishing an intelligence-led police organization system and operation mechanism based on the crime analysis and management of big-data;enhancing the autonomy and flexibility of the grassroots level to promote the formation and improvement of the multi-agency cooperative crime management system.
