摘  要:水资源短缺引发的供需矛盾已逐渐成为制约我国社会经济发展的瓶颈。针对跨流域、多用水户、多水源等复杂水资源调度管理需求的特点,以建立一套完整的水资源联合调度信息系统为目的,结合水资源调配系统需求和目标,在C#环境中实施开发,融合SQL数据库和ArcGIS Engine技术,将系统划分为数据库模块、水文模拟子系统、水资源调度子系统、GIS可视化子系统等4部分,采用C/S模式架构了面向相关管理人员和用户的复杂水资源联合调度信息系统。选取南水北调东线江苏段为研究对象,以研究区2009年的数据作为输入条件进行分析计算。结果表明:系统运行结果合理有效,具有良好的可操作性和强鲁棒性,实现了复杂水资源系统下微观层面的水资源精细化调度,解决了水资源宏观配置与用水户的实际微观需求之间的矛盾,能够有效的指导实际的运行调度。The contradiction between supply and demand caused by water shortage has gradually become a bottleneck restricting China’s social and economic development.Aiming at the characteristics of complex water resources dispatching management requirements such as cross-basin,multi-users and multi-water sources,the purpose of establishing a complete water resources joint dispatching information system,combined with the requirements and objectives of water resources allocation system,is to develop in C#environment.Integrating SQL database and ArcGIS Engine technology,the system is divided into four parts:database module,hydrological simulation subsystem,water resources scheduling subsystem,GIS visualization subsystem,etc.,using C/S mode to structure a related manager and user.Complex water resources joint dispatch information system.The Jiangsu section of the east route of the South-to-North Water Transfer Project was selected as the research object,and the data of the 2009 study area was used as the input condition for analysis and calculation.The results show that the system operation results are reasonable and effective,with good operability and strong robustness,realizing the fine water resources scheduling at the micro level under the complex water resources system,and solving the macroscopic allocation of water resources and the actual micro needs of water users.The contradiction between them can effectively guide the actual running schedule.
