产能过剩、政府规制与制造业升级——基于行业面板数据的实证分析

摘　　要：通过制造业产业发展水平、产业结构变动和产业价值链三个方面分析产能过剩对制造业升级的影响,并把制造业分为轻工业类型和重工业类型。2001—2015年制造业27个行业面板数据的实证研究表明:提高产能利用率和销售利润率均能促进制造业优化升级,企业亏损面和库存的增加均不利于制造业工业增加值的增长和劳动生产率的提高,但这种影响不显著。轻工业更依赖于提高产能利用率来增加产值、促进产业结构变动和提高劳动生产率;重工业则更着重于企业亏损面扩大从而淘汰落后产能、提高销售利润率来影响产业升级。根据实证结果从供给侧和需求侧两个角度提出政府规制,希望通过化解产能过剩来促进产业升级。This paper analyzes the impact of overcapacity on the upgrading of manufacturing through the three aspects including the level of manufacturing industry development,changes in industrial structure and industrial value chain.Then it divides the manufacturing industry into light industry type and heavy industry type.An empirical study of 27 industry panel data from 2001-2015 shows that improving both capacity utilization rate and sales margin can promote the optimization and upgrading of the manufacturing industry,while the loss of companies and the increase in inventory is harmful to the increase in the value added of the manufacturing industry and labor productivity,which is not really significant.Moreover,light industry relied more on increasing production capacity utilization to promote output value,promote industrial structure changes,and increase labor productivity.Heavy industry,on the other hand,focused more on the expansion of corporate losses to eliminate outdated production capacity and increase sales margin to affect industrial upgrading.According to the empirical results,combining the supply side and the demand side,we try to propose new government regulations and hope to promote industrial upgrading by resolving excess production capacity.
