海南平息“9·13”地震海啸谣言始末及科学反思

摘　　要：早在2007年,一名巴西教师的一条所谓地震"预言"("9·13"地震海啸谣言),曾一时引起了海南社会的议论与不安。从2008年初开始,海南省委省政府、省地震局及新闻媒体积极应对"9·13"地震海啸谣言,通过加强地震监测、应急值班、加密震情会商、加大新闻宣传教育、科学解释,最终平息了该地震海啸谣言,稳定了社会秩序。本文回顾了2008年平息该谣言的过程及成功经验,并进行了科学反思与总结,旨在提高民众的科学素质,为今后政府和社会应对此类事件提供借鉴经验。A so-called earthquake “prophecy” of a Brazilian teacher once caused the discussion and anxiety in Hainan. Beginning in early 2008,the Hainan Provincial Committee and the Provincial Government,Hainan Earthquake Agency and the news media actively responded to the “9.13” earthquake tsunami rumors,by strengthening earthquake monitoring丄emergency duty,encrypting earthquake meetings,and increasing news publicity and education and scientific explanation. Eventually,the earthquake and tsunami rumors were quelled down and the social order was stabilized. This article reviewed the process to quell the rumor and the successful experiences in 2008,and make scientific reflections and summaries to increase the public scientific awareness and to provide reference for such incidents in the future.
