摘　　要："以人民为中心"在习近平新时代中国特色社会主义思想中举足轻重并占有重要地位。目前,关于以人民为中心的发展思想的解读和研究,更多的是基于一般的社会发展视角,没有从新时代中国特色社会主义思想的精神实质和体系建构视角去把握。所谓精神实质,是指习近平新时代中国特色社会主义思想基本构成内容之间的本质联系。从内在结构看,以人民为中心的发展思想是习近平新时代中国特色社会主义思想的核心内容,它与习近平哲学思想及群众观之间存在着本质层面的必然性联系。习近平关于人民群众是价值创造的主体的思想,是中国共产党的历史观和价值观的有机统一原则的运用和发展。从习近平以人民为中心的群众观本质内涵看,它的母体和出发点是唯物史观及其科学实践观的基本原理。习近平的人民主体理论植根于历史唯物主义群众实践观的主客体关系思想。"People-centered"plays an important role in Xi Jinping' s new era of socialism with Chines e characteristics.At present, the interpretation and research on the people-centered development thought is based more on the general social development perspective,and it is not grasped from the perspective of the spiritual essence and system construction of socialism with Chinese characteristics in the new era.The so-called spiritual essence refers to the essential link between Xi Jinping's basic content of socialist thought with Chinese characteristics in the new era.From the perspective of internal structure,the people-centered development thought is the core content of Xi Jinping's socialist ideology with Chinese characteristics in the new era.It has an intrinsic connection with Xi Jinping's philosophical thought and mass view.Xi Jinping's thought that the masses of the people are the mainstay of value creation is the application and development of the organic unity of the Chinese Communist Party's historical outlook and values.From Xi Jinping's view of the essence of the mass view of the People's Center,its mother and starting point are the basic principles of historical materialism and its scientific practice.Xi Jinping's theory of the subject of the people is rooted in the relationship between the subject and object of the historical m aterialist view of the masses.
