摘　　要：改革开放四十年来,中国海关以建立现代海关制度为标志开展了一系列改革,其中部分改革起到推动经济发展的作用,符合海关业务运行规律,解决了海关面临的突出矛盾,也很好地履行了把关和服务的职能。但是仍存在对改革进程与取得成效评估不够、借鉴国外海关经验简单化、自我革命缺少力度、科技创新和引领乏力、基层参与改革动力不足等问题。建设新时代中国特色社会主义新海关,需要明确新的海关工作方针,加大顶层改革统筹和推动力度,通过扁平化业务运行机制推进职能转变,变革科技运行模式、激发牵引带动作用,凝聚全员共识推动改革再出发。Over the past 40 years of reform and opening up,China Customs carried out a series of reforms of customs modernization.Those which could both boost the economic development and fit customs practices solved the prominent conflicts facing the customs administration and played a significant role in the fulfillment of customs control and service.However,there still exist many issues including insufficient evaluation of the progress and result of reforms,simple copy of the foreign customs administrations’practices,and inadequate vigor and momentum in self-revolution,IT innovation and application,and engagement of frontline officers.The establishment of a new customs with special Chinese socialistic characteristics in the new era by deepening reform needs to expressly define the guideline of customs practices,strengthen the overall planning and commitment at the top level,press ahead the functional transformation by flattening out customs operations,and change the means of IT application so as to motivate all the staff to engage in the new round of reform.
