摘　　要：改革开放尤其是加入世贸组织以来,历经海关几代人的不断探索,海关在推进依法行政和法治建设上取得了长足发展。文章在总结改革开放四十年海关法治现代化取得新成就基础上,分析新形势下全面推进海关法治建设的新要求,进而对全面推进海关法治建设的路径进行研究探讨。Since the reform and opening up,especially since China ’s accession to the WTO,the customs administration has made great progress in government by law and rule of law with generations of exploration.Based on a review of the accomplishments of customs legal modernization in rule of law over the past 40 years,the paper analyzes new demands of and the pathways for promoting the legal development in an all-round way in customs.
