论国家监察体制对公民监督权充分行使的促进作用

摘　　要：权力监督权力体制尤其是权力监察体制,与公民监督权的有效构建和行使之间,存在一体并存、良性互动的系统同构耦合关系。优化配置权力监督权力机制,是公民监督权充分构建的一个核心要素。权力监督权力体制尤其是权力监察制度的合理化,是公民监督权有效行使的根本的制度性保障。国家监察法确立的监察委员会这一新的监察体制,大大提升了我国权力监督体制的公正性、民主性、便民性和规范性,将对我国公民监督权的有效行使产生重要的促进作用。There exists a systematic isomorphic coupling relationship between the system of power supervision power,especially the power monitoring system,and the effective construction and exercise of citizen’s supervision right.Optimizing the allocation of power supervision power mechanism is a core element of the full construction and exercise of citizen’s supervision right.The rationalization of power supervision power system,especially power supervision system,is the fundamental institutional guarantee for the effective exercise of citizen’s supervision right.The new monitoring system established by the national Supervision law has greatly enhanced the fairness,democracy,convenience and standardization of the power supervision system in China,and will play an important role in promoting the effective exercise of the supervision power of our citizens.
