国际碳排放交易市场的交易模式研究

摘　　要：经济的发展引发了越来越多的环境问题,需要借助市场机制来解决环境问题。介绍了碳排放交易与污染物排放交易的概念;分析了强制性交易体系和自愿性交易体系,其分别由欧盟和美国芝加哥气候交易所为代表;并且探寻中国建立碳交易市场的交易模式。现阶段中国开展碳交易的主要方式为基于项目的清洁发展机制(CDM机制)。CDM项目注册数于2009年1月26日首次跃居全球首位,中国被视为最具潜力的CDM市场,但并没有碳排放的定价权。如何借鉴发达国家交易体系来建立中国的碳排放交易所,充分提高中国碳排放交易效率,实现经济结构转型是一个重要课题,要在国际碳排放权市场上拥有碳排放的定价权,必须尽快发展成熟国内碳排放权交易市场,政府应该尽快规范碳排放权交易市场建设和运行。Economic development has caused more and more environmental problems,which need to be solved by means of market mechanism.This paper introduces the concepts of carbon emissions trading and pollutant emissions trading,analyzes the compulsory trading system and voluntary trading system,which are represented by the European Union and the Chicago Climate Exchange of the United States,respectively,and explores the trading mode of establishing a carbon trading market in China.At present,the main way of developing carbon trading in China is the project based CDM mechanism(CDM).The number of CDM project registrations for the first time in the world on January 26,2009,China is regarded as the most potential CDM market.But our country does not have the pricing power of carbon emissions.It is an important issue for China to learn from the trading system of developed countries to establish China's carbon emission exchange,improve the efficiency of China's carbon emission trading,and realize the transformation of China's economic structure.The construction and operation of carbon emissions trading market should be standardized as soon as possible.
