摘　　要：根据新时代国企改革进一步加强党的领导作用的总要求,上海市在推进地方国企转型建设中形成了独具特色的党委领导模式,其中又以零售型商业国企最具代表性。这种党委领导模式以扩充党委职权、延伸党群渠道和夯实党办平台等三项举措为基本架构。从上海市P区百众商业发展(集团)有限公司案例来看,这一公司的党委领导模式在具体运作中以党群工作架构为依托,从总体上推进党委领导的体制化建设进程。在此过程中,"下沉"党内制度资源、推进社会机构建设是其必要步骤。According to the general requirements of the state-owned enterprise reform for the new era to further strengthen the Party’s leadership,Shanghai has formed a unique Party committee leadership model in promoting the transformation of local state-owned enterprises,among which retail-type commercial state-owned enterprises are the most representative. This kind of Party committee leadership model is based on the three initiatives:expanding the Party committee’s powers,extending the Party group’s channels,and consolidating the Party’s platform. Judging from the case of Baishang Group,this Party committee leadership model framework is based on the work framework of the Party and the masses,and is generally promoting the institutionalization process of Party committee leadership. In this process,it is a necessary step to sink the institutional resources within the party and promote the construction of social institutions.
