“京津冀生态环境支撑区”的生态价值及其战略框架

摘　　要："京津冀生态环境支撑区"作为支撑京津冀协同发展可持续性的战略支点,其意义被赋予了特殊功能定位。但是"京津冀生态环境支撑区"功能定位的实现受制于诸多影响因素,如环境承载力、产业布局、生态贫困、生态代价转移性补偿等。基于此,"京津冀生态环境支撑区"获得预期稳定可持续的支撑力,必须构造"一城四带"绿色发展格局:"一城",即雄安新区生态城,"四带"即冀西北冰雪经济产业带、燕山—太行山生态旅游产业带、冀中南绿色农业示范带和滨海循环经济产业带。As a strategic fulcrum to support the sustainability of Beijing-Tianjin-Hebei coordinated development,the Beijing-Tianjing-Hebei Ecological Environment Support Area has been given a special function orientation. However,the realization of these functions is subject to many influencing factors,such as environmen? tal carrying capacity,industrial layout,ecological conditions,compensation of ecological cost transfer and so on. Therefore,it is necessary to construct a green development pattern of“One City and Four Belts”to achieve the expected stable and sustainable support.“One City”refers to the ecological city of Xiong’an New Area.“Four Belts”includes the ice and snow economic industrial belt in Northwest Hebei,the Yanshan-Taihang Mountains eco-tourism industrial belt,the green agriculture demonstration belt in Central and Southern Hebei and coastal recycling economy industrial belt.
