摘　　要：农地是农村、农业、农民的主要生产要素,提高农地资源的配置和利用效率,是实现农民脱贫致富和农村振兴的关键。农地"三权分置"改革以来,陕北农地流转呈现速度不断加快、规模逐步扩大、形式灵活多样的趋势。但总体而言,陕北农地流转数量较少、规模不大,农地撂荒严重,农村衰退形势严峻。鉴于此,实现陕北脱贫致富和农村振兴应从农地流转入手,在做好农地确权颁证收尾工作的基础上,多措并举增加流转农地的供给和需求,同时,多方发力优化流转环境。Farmland is the most important factor of production for the rural areas,agriculture and farmers.The key to realizing farmers'poverty alleviation and rural revitalization is to improve the allocation and utilization efficiency of farmland resources.Since the reform of the"three rights division"of farmland,the transfer of farmland in northern Shaanxi has shown a trend of accelerating speed,expanding scale and flexible forms.However,generally speaking,the quantity and scale of agricultural land transfer in northern Shaanxi is small,and the abandonment of agricultural land is serious,and the situation of rural recession is grim.In view of this,the realization of poverty alleviation and rural rejuvenation in northern Shaanxi should start with the transfer of farmland management rights,on the basis of the work of issuing and closing the certificate of farmland ownership,many measures should be taken to increase the supply and demand of the transfer of farmland,and at the same time,efforts should be made to optimize the transfer environment.
