城市“台门互助”养老模式的个案实践——以书圣故里社区为例

摘　　要：互助养老模式作为家庭养老模式和社会养老模式的有益补充已在城市社区中悄然兴起.绍兴书圣故里社区"台门互助"养老模式以台门为基,以活用资源、邻里守望、互助自立、积分管理、制度激励为特质,从完善养老基础设施、构建社区和谐互助文化、建立社区化帮扶网络、规范互助养老行为等方面进行模式建构和路径实践.在我国目前养老需求与供给矛盾突出的情况下,应加大政策扶持的力度,建立互助养老风险保障机制,完善积分管理激励办法等,激励"台门互助"式养老模式的有效探索和机制完善,以促进城市互助养老模式的多元化发展.The mutual-support model,a beneficial supplement to the traditional family supporting model and social pension model for the aged,is emerging in urban communities. The mutual-support pension model of the Shusheng Community of Shaoxing city is based on "Taimen",a typical Shaoxing residential unit. This model,characterized by the flexible use of resources,neighborhood care,mutual assistance and self-reliance,integral management and institutional incentives,is built and practiced by improving the old-age infrastructure,building a harmonious community mutual support culture,establishing a community-based network,standardizing the behavior of mutual support for the elderly,etc. At present,China is faced with the short supply in pension demand. It is proposed that the local government should strengthen the policy support,establish the risk guarantee mechanism of mutual-support pension,improve the incentive method of integral management,encourage the effective exploration of the "Taimen mutual-support"pension model and perfect the mechanism,with a view to promoting the diversified development of the urban mutual-support pension model.
