摘　　要：目前政策确认的农村土地"三权分置"改革,是将原土地承包经营权分为承包权和经营权,实行所有权、承包权、经营权"三权分置"并行的格局。本文基于制度经济学角度,运用产权理论来分析此次农村土地改革的原因,使得农户在明确承包权与经营权的同时,促进农地的有效流转和农业的现代化发展。At present,the"Three Rights Separation"reform which is decided by rural land policy,separate the original land contracting right to ownership,contract rights,management rights"three rights pattern"in parallel.Based on the angle of institutional economics,this paper analyzes the reasons of the rural land reform by using the theory of property right,which makes farmers make clear the right of contract and management,and at the same time,promote the effective circulation of agricultural land and the development of modernization of agriculture.
