渭河生态水量现状评价及改善措施探讨

摘　　要：渭河是黄河最大的支流占陕西省17%的水资源量。渭河流域属资源性缺水地区,多年来,为满足流域不断增长的生产生活用水量,不得不挤占河道生态水量,加上缺乏大的调蓄工程,造成河道生态流量严重不足,远低于生态流量目标要求,加剧了河道水生态系统恶化。为增加渭河生态水量,修复和改善水生态系统,探讨了通过合理配置水资源,保障河道生态用水;建设蓄洪生态水库,均衡渭河水资源时空分布,实现丰枯调剂;以及结合跨流(区)域引调水工程,积极退减挤占的河道生态用水,加大再生水利用,补充河道生态用水等多种途径和措施。The Wei River,the largest tributary of the Yellow River,contributes 17% the total water resources of Shaanxi Province.Key words:ecological discharge;ecological reservoir;waters connection;utilization of reclaimed water.The Wei River catchment is of the resource-type water shortage region.To meet increasing water demand for people’s production and life,for many years,the ecological water in river course is utilized.Without large regulating project,additionally,the ecological discharge in the river courses is insufficient severely and far lower than the objective of the ecological discharge,this deteriorate the water ecological system of the river courses.To increase the ecological water volume in the Wei River,renovate and improve the water ecological system,in the paper,means and measures are explored,for example,the rational arrangement of water resources is studied to secure the ecological water required in the river courses;flood storage reservoir built to balance the water resources of the Wei River in terms of time and space realizing water regulation in low and high water periods;in combination with trans-river water diversion projects,the ecological water which is occupied returned;utilization of the reclaimed water maximized to compensate the ecological water in the river courses,etc.
